Each row is one recorded carriageway pothole. We merge the council's yearly files and remove duplicates by reference number. "Time to fix" is the gap between the recorded date and the completion date; potholes still awaiting repair are excluded from that figure. A small number of records have no map coordinates and don't appear on the map, but are still counted. Costs are the council's own recorded repair costs.
